Opens show exposure. They cannot tell you whether employees acted or whether the business improved. A three-level value chain gives communication teams a more credible way to measure what happened next.

Your internal communications open rate may be accurate. It can still create false confidence. It doesn’t reflect if an employee understood the message, completed the requested action, or contributed to the result the organization was trying to achieve.

That distinction matters because a healthy dashboard can coexist with employees missing information they need. In Firstup's 2026 State of Employee Engagement research, 61% to 76% of employees said they had missed critical updates despite receiving regular communication. The message may have gone out. The intended action did not necessarily follow.

If your dashboard ends with sends, deliveries, opens, and clicks, it answers what the communication team did. It does not yet answer the question leaders care about most: What changed because employees received the message?

The value chain your reporting is missing

Tenet 1 moves teams beyond disconnected channel metrics with a three-level value chain: Activity → Action → Business Outcome. Each level answers a different question.

Clicks, video views, and poll responses can still help diagnose whether a message caught attention. But unless that engagement was the intended action, it remains an intermediate signal—not proof of impact.

One message, measured three ways

Imagine a plant introducing an updated lockout/tagout procedure. The open rate shows whether employees saw the update. Acknowledgments and training completions show whether they acted. Safety data shows whether those actions contributed to fewer procedural violations or serious incidents.

Following the chain helps the team see where communication is working and where it needs to improve. It also produces evidence leaders can use—without claiming that one message caused the entire business result.

Why teams stop at Activity

Activity data sits inside the communication platform and appears quickly. Evidence of employee action and business outcomes often lives elsewhere—in a learning system, HRIS, incident log, survey, or operations dashboard.
